The Pinafore a 'saucy' beauty of a ship in her majesty's navy is anchored in the South Pacific.  Its proud sailors are busy scrubbing the decks for the expected arrival of Sir Joseph Porter, KCB, Britain's First Lord of the Admiralty.  "Little" Buttercup, a bumboat woman who is round and rosy comes aboard to sell to the sailors her stock of "snuff, tobaccy and other luxuries".
A handsome and accomplished sailor, Ralph tells his messmates he is in love with the Captain's daughter, Josephine.  Dick Deadeye reminds the seamen that Captain's daughters don't marry foremast hands!
Josephine is sought in marriage by Sir Joseph, but it seems she has no enthusiasm for a union with the cabinet minister and secretly she is in love with a lowly sailor (Ralph).  It also seems little Buttercup harbours a secret about Ralph.
While Sir Joseph and the Captain are below deck discussing the proposed marriage, Ralph finds Josephine and declares his love for her and she for him, but as he is below her society class alas they cannot be together.  Dick Deadeye then hears of a planned elopement between Josephine and Ralph…………. Will he tell the Captain.  Alas, little Buttercup can keep her secret no more and for the sake of love tells all.
