Frankie Carroll appointed under treasurer

Premier Annastacia Palaszczuk has today announced the appointment of the new Under Treasurer for the Queensland Public Service.

Mr Frankie Carroll has been appointed Under Treasurer for the State of Queensland.

“I welcome Mr Carroll as he takes up the role of Under Treasurer. I know he will bring enormous experience, energy and leadership to Queensland Treasury,” the Premier said.

Mr Carroll has a long record of experience in both the public and private sector. He has served as Director General of the Department of Infrastructure, Local Government and Planning as well as the CEO of the Queensland Reconstruction Authority.

“When he was CEO of the Queensland Reconstruction Authority Mr Carroll helped deliver the state’s $13 billion reconstruction program in partnership with the Commonwealth Government and local councils,” she said.

Prior to joining the Queensland Government Mr Carroll had a long career both in Australia and internationally in the financial services sector.

“I would like to take this opportunity to thank Ms Mary Anne Curtis who has been acting in the role of Under Treasurer while the recruitment process was undertaken. Ms Curtis will return to her substantive position as Director General of the Department of the Department of Employment, Small Business and Training”

The merit based recruitment process for therole of Under Treasurer was advertised widely and attracted international interest from many high-quality applicants.

Brief Biography

Mr Frankie Carroll is a highly regarded senior executive with nearly 30 years’ experience in both the private and public sectors.

Mr Carroll served as the Director General of the Department of Infrastructure Local Government and Planning between 2015 and 2018.

He was appointed Chief Executive Officer of the Queensland Reconstruction Authority in September 2014, and has been responsible for delivering a reconstruction program worth more than $13 billion. Prior to this appointment he held the position of Deputy Chief Executive and Chief Financial Officer since the Authority’s inception in 2011.

He also previously held the role of Chief Executive Officer of Queensland Water Infrastructure, and delivered major water storage facilities in South East Queensland.

Before joining the public service in Queensland he worked for many years both in Australia and internationally in the financial services sector.

He is a Graduate of the Australian Institute of Company Directors, a Fellow of the Association of Chartered Certified Accountants, and a Member of the Association of Institute of Taxation in Ireland.
